Due to the complexity and scale of the application transfer, the service has been divided into three stages:

Phase I – the acquisition
The Contracting Authority acquires knowledge, does not provide full maintenance services yet.

Phase II – initial period of maintenance service
The Contracting Authority provides maintenance and development services to a limited extent.

Phase III – target stage
The Contracting Authority provides comprehensive maintenance services.
